I have been experiencing this for a while and starting to find it a bit suss , I either have been having "friends" claim they are too busy and have other plans all time or initially say yes to a plan then bail out, particularly at the last minute all the time, its getting me down and depressed and wonder what would you do, would you put up with this or how would you deal with this?
I would find other friends and leave the too busy friends to get on with their busy lives. If they contact you great but if not so be it,you can be busy too.

Why? Because they are busy making plans and doing stuff with everyone else, not you. They aren't "too busy," they are choosing to spend their time with other people, so they are "too busy" for you. Everyone else gets to see them.
If he or she constantly bails on you, then that person is either a) a flake, b) inconsiderate or, worst of all, c) a combination of both. Avoid. Next time let the other person do the calling.

I would assume these people don't want to hang with me for some reason, and I'd make other friends.
yep I would make new friends and let the too busy friends go about their merry way and if they contact you , you are busy . eventually they will get the point and they can move on and so can you .

Find better people to be around. Those "always busy" or "too busy to hang out with you" types aren't worth the time and energy.
