There is no "rule". Generally speaking it's the party that perpetrated the "offending behavior" that should be the one to attempt to rectify the situation but in my experience it rarely works out that way. In fact usually it's quite the opposite. If you value the relationship, try to fix it regardless of who's fault it might be. If not, let it go. That said, some things even highly valued, might not be fixable, like Humpty Dumpty, might be irrevocably broken.
