which is to say that as our rain patterns shift to more rain all at once, as we have seen this summer, what we retain in the aquifer is very different than what hits the ground or collects in a cistern.
right?

Yep. And the inverse picture, flood zones along the coast.
Though were not out of the woods, this year has been flood free.
