Exclamation Laws about a landlord leaving your home unsecured

I recently had an issue with my management company about a break in. My home was broken into one afternoon around 6:30pm and I called emergency maintenance immediately to notify them of the issue. I asked them to fix my front door which was completely destroyed so that I could lock my door that night. After calling numerous times we never heard back from maintenance, the company, or the landlord. I know it’s not legal for them to leave a tenant unable to secure their home. After calling again that next morning the manager told me that their contractor was unavailable and so he could not do anything about it that night (that was his reasoning for not even returning my phone call). He said "what did you want me to do, come sit on your front porch?" I was mortified but we finally got the problem resolved about 36 hours later.
Today someone I know moved into a home that was roach infested, and not cleaned at all. This was very obvious due to the fact that the toilet seat had mold actually on it, dead insects and children’s toys and food under the stove and many more things. But there was a window completely MISSING! I told the resident to call emergency maintenance and see if they could come and put something in for tonight or fix it. The man called her back and said no that he was not able to come out for that issue and it would have to wait until Monday.

What can I do about these people? I am fed up with poor customer service and safety/security issues that we are having. Is it correct that the landlord cannot allow your home to remain unsecure if they are aware of it? Is there a time frame allowed for them to respond in this kind of safety dilemma?

Move?

Why stay in a situation the landlord / management company ignores?

In NC it is called "Constructive Eviction". You can move out if they do not keep up thier end of the bargain. But, why would anybody move into an aprtmaent that was so bad? Why would they not look at the unit first. They have nobody toi blame but themselves.
