Does this exist anywhere around, more specifically near Raleigh, Durham or maybe a little more west or east? Any other areas in NC? I'm talking about a walkable historical downtown with shops, restaurants/cafe's, bars that have a bit of a nightlife on weekends.

I nominate Greensboro within the last decade Downtown Greensboro has been revitalized is hopping on the weekends. It also has IMO one of the best new parks with beautiful waterfall fountains.

This map shows the various restaurants and if you click on one of the tabs on the left you will be able to see other options Restaurants & Dining | Downtown Greensboro, NC

I appreciate all the suggestions. I know this maybe too much to ask, but what about smaller towns with a population of 40K or less. I doesn't have to be huge either, just stuff to enjoy.

For that New Bern is the only town of that size with a decent downtown. Owing it to the fact that it was the original capital of NC before Raleigh was founded specifically for that purpose. It is about 2 hours from Raleigh, though. That time may decrease about 15-30 minutes when the super 70 corridor between Raleigh and Morehead City is complete. It's only about 40 min from the beach and has excellent waterways of it's own with the Neuse and Trent Rivers. The Neuse and Trent actually have sandy shores and are wide open so you really don't have to go to the ocean at all.

Mebane is a good place to look. Asking for a town of <40K that's historic AND has "decent nightlife" is almost contradictory, though. That size of town isn't going to have more than a couple of spots.

Within the Charlotte area Davidson, Matthews, Mooresville, and Salisbury are hot. I think all around or less than 40k.
