Where did you here that? I am pretty sure the state regulations show that you have to turn into the left most lane, unless the lines on the road guide you otherwise. There was a big post about this a while back.

I got it from the statute, which says:

The driver of a vehicle intending to turn left at any intersection shall approach the intersection in the extreme left-hand lane lawfully available to traffic moving in the direction of travel of that vehicle, and, after entering the intersection, the left turn shall be made so as to leave the intersection in a lane lawfully available to traffic moving in the direction upon the roadway being entered.
There is no restriction on which lane you may turn into when making a left turn (unless specifically marked at that intersection, per the statute).

My mother stoped at a red right turn arrow and a cop behind her gave her a ticket for not going even tho she said she couldn't.

Does anyone know WHY there are solid reds and right red arrow reds?
If you're allowed to turn on a right red arrow, why not just make it a solid red? Both apparently have the exact same rules here in NC. What's the point of the red arrow? I hope people realize it's not the same rule in other states. In (many) other states if you turn right on a red arrow you will be ticketed. In my view, that would be the right interpretation of this signal.

This is why it is important for newcomers in this state to take the written test and know the traffic laws of this state.

I have never seen red arrow on traffic lights, they probably located on one way streets.
The same rule with solid red. You must come to a complete stop before turning.
Unless there is a sign stating no turn on red.
