This isn't a definitive but Wikipedia states this:

The Mid-Atlantic states, also called middle Atlantic states or simply the mid Atlantic, form a region of the United States generally located between New England and the South. Its exact definition differs upon source, but the region often includes Delaware, Maryland, New Jersey, Pennsylvania, Washington D.C., Virginia, and New York and West Virginia.

Don't see NC listed here.

You must never watch national weather forecasts, which frequently refer to NC as the Mid-Atlantic. It is increasingly common to refer to NC as part of the Mid Atlantic. How can anyone question it when it is unquestionably the middle point along the East Coast? That is a geographic fact.

I'm old enough that geography was taught as a separate class when I was in grade school. We were taught that the MidAtlantic is the transition area between North & South. We were told that the MidAtlantic consisted of NJ, PA, DE, MD, VA. Then they said, that sometimes NC is included as well as NY, minus NYC.

NC as part of the MidAtlantic is not a new concept. There is a distinct difference between NC & SC. Not so much between NC & VA. . . .

As someone from NJ but now living in the southern most area of NC I can tell you that South NJ is just as much southern as some of the rural parts of NC.

I think the biggest difference between Northern and Southern has less to do about latitude and more to do about attitude.

Having spent most of my life in South Jersey before moving 30 miles west of Charlotte, I could not agree more. South Jersey & Philadelphia, for that matter, identify as MidAtlantic. There is little difference between South Jersey & the area where I live now.
