It's a shame because impact fees are needed so that communities can build all the new schools, roads, jails, and other facilities needed to maintain a larger population of new transplants. If not impact fees, the only other option is to raise taxes and that's pretty unfair for those already living there.
Raleigh city recently raised its impact fees somewhat.....although certainly not as much as they really needed to.
I think the legal issue here is that a county or city has to get permission from the state legislature to do this, and Durham County made a boo-boo in that regard.
