Default CCW and State of Emergency Law

How many of you CCW permit carriers knew that whenever the state declares a State of Emergency your CCW permit becomes null and void?? It's true! Why on Earth would NC have a law like that on the books?? I think it's time we band together and try to push this law out of existance. Indiana was smart and passed a bill that denies the government the right to suspend gun rights in situations like this. It' son the books as Indiana House Bill HB1065. Does anyone know how we could pass a bill similar to this? I am sure the criminals don't stop carrying their guns in bad weather why should law abiding citizens?
