Instead of trying to be fear monger how about taking time to go to one of these shelters and adopt and take them with you to Michigan.

Cities like Charlotte have taken a proactive approach by enforcing their leash laws and requiring all pets to be license to encourage owners to spay or neuter their animals. License fees will vary depending on whether your pet is spayed or neutered. Fees for fertile animals are $30.00 and those for sterile animals are $10.00 for a 1-year license and $25.00 for a 3-year license
