all animal shelters must follow this law

the problem isnt these organizations doing what they need to do control pet population after the fact they are born.

The state is on top of this issue with legislation scheduled in August

With all these rescue shelters available it shown proof their is effort in North Carolina of people who do care about animals.

Instead of trying to be fear monger how about taking time to go to one of these shelters and adopt and take them with you to Michigan.

This state is being progressive in care of lives of animals within. North Carolina has already regulated dogs roaming freely and this will help curtail the birth of strays. More legislation on county and city level restricting amount of pets will help curb this problem.

Cities like Charlotte have taken a proactive approach by enforcing their leash laws and requiring all pets to be license to encourage owners to spay or neuter their animals. License fees will vary depending on whether your pet is spayed or neutered. Fees for fertile animals are $30.00 and those for sterile animals are $10.00 for a 1-year license and $25.00 for a 3-year license

Charlotte and other cities have numerous amount of dog parks to allow the dogs to get the much needed exercise and attention they deserve.

That article is not even up to date alot has happen over the years .
Alot is being done to save animal lives and reduce the number of stray pets. It not a north carolina problem it a national problem. Any animal that was unwanted from the day it was born is better off in the heavens no matter how it got there due to it living a sad unhealthy life.

Why is it that dogs are considered to be abused if they are not kept indoors? They are certainly no more likely to die outdoors than a human would be if that person lived in a tent. The dogs that are born, live long lives, and die outdoors are not even aware that they may be missing this life saving indoor enviroment. People live in air conditioned anti-septic indoor enviroments and convince themselves that a dog would suffer it spent its life outdoors. People have dogs inside because they want them inside, not because it is necessary or even healthful.

I agree with you, clodhopper, but with one caveat: dogs are pack animals. I don't think that it cruel to leave dogs (plural) in dog runs with plenty of shade and water but to leave a dog (singular) outside and away from the rest of the "pack" seems cruel.

Nonsense. In NC's climate, it is definitely not the healthiest option to leave a dog chained outside. Fleas, ticks, worms and all kinds of parasites will ruin their health in no time. One dog in our neighborhood died in his outside pen because the fleas got so bad. The poor thing had scratched itself until the open wounds eventually became deadly. By the time we got back from overseas, there wasn't much left of his body.

Of course, that's an extreme case. But usually, people who leave their dogs outside all the time (and there are plenty) aren't the type to carefully apply Frontline every month.
