From the above document in the 'Quick Facts' box:

4.5 billion dollars is for teacher compensation out of 7.15 billion dollars allocated, which does not include the over 1 billion dollars from the Feds.

62% of the total education budget.

The total cuts, according to Perdue: 'Hoping for a miracle' :: WRAL.com

are 429 million dollars.

So, let me do some quick math, that's a 5 % budget cut.

Here's what bothers me....

This is nothing more than a vast bureaucracy seeking to keep it's money. It's not about the children and, ironically, it's not about the teachers. It's about the 3.5 BILLION dollars overhead that our education system carries.

I bet I could find some cuts to make in that portion of the budget right now. Bev Perdue is an idiot who is simply repaying her base.

Ironically, if the educational system in this state were doing it's job, pinheads like her would never get elected in the first place and have a chance to use fear mongering as a way to justify a bloated, ineffective educational system.

If you look at page 6 of the pdf you linked you'll see that most of that "3.5 BILLION dollars overhead" goes to transportation, at risk/special needs students, and poor county supplementals.

Maybe, just maybe one day the citizens of this state will figure out the difference between government funded education and government provided education but considering that most voting adults were educated in a public school it's unlikely that will happen.

And your point is?

I think it would be great if there were certain institutions in this state who understood the need to live within the means available.

Just because someone perceives a need does not automatically mean that the rest of us have to pay for it.
