It depends on your specific interests. Duke has a cultural anthro program; UNC has a larger multi-field anthro program, including medical anthropology and archaeology.
I would suggest selecting your program based on your interests (and their intersection with faculty interests), the program quality, and the support given to graduate students, rather than simply on location. To speak specifically of living in Durham (Duke) or Chapel Hill (UNC), I will say that it is very possible in Chapel Hill or Carrboro to live on a graduate student stipend without a car and to have no trouble getting around between a bicycle and the fare free bus service. I've done the same in Durham, but it is not as easy.
To compare the cost of living to other states, I'd suggest looking at one of those region comparison calculators. You will probably find it is quite similar to GA/Atlanta if that is where you are now.
