Default Flooding in Rocky Mount

I am considering a relocation to Rocky Mount, NC. It appears housing is very affordable and it close enough to Raleigh for entertainment. My remaining concern is flooding. I have read several articles about hurricane related flooding in Rocky Mount. Are there areas that are safer than others? Is there higher ground? Does it happen often? Should I be worried about this?

Also, does it snow there?
