Yes, the written test will measure your knowledge of NC's traffic laws, which may differ somewhat from Virginia's.

yes all transplants are required to take written test and the driving test is up to discretion of DMV officer your getting your license from.

Get the drivers manual and READ IT, they give you a written test and also a vision test which consists of identifying road signs by their shape only.
I barely read the book (because I am an expert  ) and barely passed the test.

Yes, you will have to take the test for signs as well as a 25 question multiple choice written (computer) test. I found the multiple choice test to be a bit difficult and suggest you study well and be prepared. You can find more info here on the state's website. You can download the test booklet from the website. Good luck!
