under the "Move Over" law you are supposed to **move over** as the primary goal.
The "or slow down" aspect is secondary to that and intended for when moving over is more dangerous (like if that lane is occupied).

Hmmmm........the "keep right except to pass" would be a great topic for a soapbox. However the "you drive this road every day and you know you have to exit but stay in the left lane until the last possible moment going 20 mph" one is really starting to get to me.

I prefer slamming on the brakes and creep by at 10mph to see if I know the person(s) involved.

Judging by the number of folks who post on the various NC forums about receiving tickets for not moving over, I'd say you HAVE to move over AND slow down. People have tried fighting the tickets and I've yet to see anyone one here win!
