The answer is "yes". There is a statewide ban on smoking in all public places except cigar bars that pass some sort of strict revenue metric. The ban also includes some covered outdoor spaces as well. Country clubs and other private clubs that are run by their membership are exempt but anything open to public including "so called" private nightclubs are non smoking.

Except you are wrong, Smoking was banned in restaurants and bars effective 1/1/10.

I was fed a similar line by a waitress at "The Rockford" in Raleigh a few years ago. She said something like "NC will NEVER ban smoking in restaurants". Frankly, she was pretty smug about it while a large number of people waited for a non smoking table while some smoking ones sat empty. She doesn't work there anymore.
