So the voter roll data for this person was inaccurate. O'Keefe should have vetted the lists more carefully but he is demonstrating the process can be abused. However, he did not have to go through all that effort. To vote as someone else in NC all you have to do is:

1. Look up an address using IMAPs.
2. Write down the name of the persons the property is registered to
3. Go to the NC Board of Elections website and enter the name and address of the person you just looked up to determine their polling place
4. Show up at that polling place on election day and give that person's name and address.

Using the method above, you could theoretically vote numerous times as other people in several precincts. Checking ID would prevent this.
