A volunteer fire department of a tiny North Carolina town, Woodlands NC has a new shiny red fire truck - purchased for $1

Woodland completed the purchase of its "new" 1989 Simon Duplex fire engine late last month and it is already fighting fires in northeastern North Carolina.
The volunteer firefighters invited their Wake Forest companions to their annual Shrimp Feast.

Wake Forest had the online ad for the truck.

Not unusual for departments to 'sell at a good price' surplus trucks to struggling departments. I've seen similiar sales and even long term 'loans' of trucks to new and struggling departments without the revenue stream to purchase.

It's a catch 22, a new department cannot have a district fire tax on property in their fire district until they are a rated fire department, by the DOI, and they can't be rated until they meet many standards, one being firetrucks.
