I visited Concord Mall (not Mills) this past weekend and guess what?
They have a Rules Sign Posted at the front door and if you get the chance to read it,
look around afterwards and notice how normal things are without the sagging pants
and hoodies. I felt safer there because these people at Concord Mall get it.
I'm not going to any other Mall from now on.
Good Job Concord Mall Management!

Concord Mall can do whatever they want, when it comes to dress code. They are a PRIVATE company.

East Laurinburg in Scotland County NC has already tried this and later dropped the idea of the sagging pants ban. Dunn needs to learn from its neighbor.
The Laurinburg Exchange - East Laurinburg drops pants rule
I agree that the "fashion" is ridiculous and tends to highlight a person's lack of respect in themselves and others to have sagging pants. But aren't there indecent exposure laws to deal with situations that are clearly causing a problem?
And does Dunn really want to spend their limited resources (as most towns are cash strapped these days) fighting a legal battle that they would likely lose? That won't pave a road or maintain youth programs to give kids something positive to do other than sagging their pants and causing other problems in the first place.

This is an annoyance like someone farting near you. It might be gross but that doesn't make it illegal.

I once told a guy in line at a local grocer that you could see stains in his underware his pants were sagging so low. He got this look on his face and left!

But who cares? Do I want to see it? No. But I and the government doesn't have the right to make them pull them up.

THAT look is now dated- cool kids don't wear them- If you wear your pants with your butt hanging out in my hood- people think one thing- low class and not that smart.. My father was a military man- He said wear a belt- stand straight...and do up those shoe laces....Those that wear their pants like that reminds me of real old men who keep their Elvis haircuts....get with the times- it's over....Trying to create a culture where none exists is pitiful...plus you can't even walk properly. If parents do not have the sense to teach their kids how to dress..............let the state inflict a bit of training on these triple sub-culture losers....who cares about "freedom" of expression when the expression is one of someone half way to the bathroom holding in all that is bad and stinky..

I'm surprised that you could not find any Public Owned Malls.

Sagging originated in the jails. It was a signal to the other inmates that they were looking for a good time. Throw some ads up about the origin and maybe that will do it. But really, what a silly thing to spend time and money on. lol
