At what age can a child be home alone in NC?

§ 14-318. Exposing children to fire.
If any person shall leave any child under the age of eight years locked or otherwise confined in any dwelling, building or enclosure, and go away from such dwelling, building or enclosure without leaving some person of the age of discretion in charge of the same, so as to expose the child to danger by fire, the person so offending shall be guilty of a Class 1 misdemeanor.

I read various online articles about this (NC), and it seems under 10 is considered neglect, and 10-12 depends on the child. One family court judge was quoted as saying it's hard to decide on neglect when the child has reached the age of 10-12 (so under that is not hard...).

I called Child Protective Services (Wake County), and they mentioned the fire law I quoted above (that where I heard of it), and said they consider a child under 10 left alone is neglect, and from 10-11 it depends on the child, and the courts have backed them.
