IMO, it has been about tax revenue as it is very difficult to to tax something anyone can grow. Examining the pharmeceutical industry lends support because everything is chemical based and produced in a controlled environment under strict ferderal guidelines, yet many of the drugs produced can be as addictive as any potent illegal narcotic.
Weed grown on a commercial scale isn't the same thing as your college buddy's backyard special. Larger scale grow ops are fairly easy to spot and therefore enforce regulations.

The government can't work on fixing the economy and passing marijuana reform (or other "social crap") at the same time because...?
Our government can't fix anything, but they sure know how to spend my tax money foolishly.
