Does anyone have a copy of the Seven Springs charter? (county, working)

Hello everyone. I am trying to get more involved in my local political community, and I was reading up on my local charters. I've notice Seven Spring's website hasn't been working for a while. Also, I've notice there isn't a digital copy of their charter.
Does anyone know where there is a digital copy of the Seven Springs city charter?
