Charlotte hands down if you do decide on NC (Austin is a GREAT choice too by the way). With that said, I would highly suggest the neighborhoods of "Uptown" (Charlotte's downtown area), Plaza Midwood, Noda, or South End. IMO, South End does have the best "city" infrastructure outside of uptown (ie light rail and grid-like walkable streets). However, streetcar service to Plaza Midwood is being planned and light rail service through Noda begins in the spring of 2017. Here's a little more info on all four neighborhoods.

If you're going to look at Austin, look at Asheville too. It's small, but amazingly creative and lovely. It helps if you're a liberal. I think.
