Looking at the actual Brookings report referenced by that tabloid, something interesting turns up. If you look at extreme poverty >40% in tract the ranks are as follows:
Out of 100 (higher # is better)
- Winston-Salem - 28
- Greensboro Highpoint - 51
- Charlotte - 62
- Raleigh - 72
The only Southern cities doing bad were Memphis & Jackson, Ms. All the rest were in either in the Midwest, NE or in California.
North Carolina is doing relatively well.
The tabloid had a predetermined narrative, then simply picked some statistics to back it up.
