Maybe not spend so much on the health care needs of those damaged by the use of tobacco products? I'm sure at this point, if not soon, tax revenues (incoming) are close to neutral vs. public health care expenditures (outgoing) due to tobacco use.

That, in and of itself, will NEVER make up the shortfall.
