Default nc tax question

I only earned $4000 in 2007 and not required to file, but had $111 taken out by NC. I know that I can file to get that money back, but when I fill out the D-400 it says that I am responsible for $149. What am I doing wrong. Thanks

Perhaps your employer did not withhold enough state tax???? Have you checked the state tax tables for withholding?

Ooops - maybe the D-400 refers to pensions . . . I am no accountant, LOL. But here is a website that may help:
