At 20 years old you're going to be bored out of your mind in New Bern. If you must be near the coast and can't afford Wilmington then I would recommend Greenville. Just commute to the beach on the weekends. Jacksonville is another possibility. As said above, actually living on the coast is going to be more expensive.

It's not so much I need to be near the coast, just near Havelock. Yeah, it sounds like New Bern just isn't a place I should be, I appreciate the honestly. I'll check out Greenville and Jacksonville, thanks! Also, what do you know about Washington, NC?

Washington and Havelock are even smaller places than New Bern. Do you have family or a significant other in Havelock? Otherwise, there is no good reason to live there.

I agree with the person who said you will be bored out of your mind in New Bern. Same with Havelock and Washington. I'd suggest Morehead City, Emerald Isle or Jacksonville if you want some things to do. Of course they are more expensive, but having room-mates will help cut the cost.
