The rates are based on claims experience. The govt and insurance companies set the initial rates low. Pure politics. Now, rates are beginning to reflect experience. Just beginning.
OBTW, the insurance companies' profits are set by law. U are not seeing insurance greed, simply results of all the pre-existing conditions and fully subsidized in the insurance pool.
