Partisan politics is the last thing that should be mulled over in circumstances like these, nor is it appropriate or relevant as a factor in the situation. For the family, nothing is ever going to truly make the situation "right". Also, the article doesn't really give Cooper's side of the story (which the article itself acknowledges), so there's not enough information to know what was going on with the case to result in delays that his office was sanctioned for.
