Just because you are unable to talk on a cell phone while driving does not mean I should be subject to a law that regulates it. I am perfectly able to talk on a cell phone, hands-free or hand-held, while I drive. Probably half of my monthly 1500 minutes of cell phone usage is done while driving, and I am accident-free for the past 4 years. Drivers who are easily distracted and lack driving skills are the problem - cell phones aren't the problem.

The new law only applies to drivers under 18 years of age.

WOW! I have lived in NC for 37 years. No wonder I gave up years ago on figuring the sales tax out.

The cell pHone bill is weak but they had to do something I guess. I see people talking non-stop in city traffic all the time. Not just a quick answering a call but talking for the 40 minute commute, NON-STOP. This is realy scary for me because I drive a motorcycle. WATCHOUT!

I think there are some new DUI laws that came in effort yesterday as well but I don't know what they entail.

The state's new DWI law now requires people to get a permit to purchase a beer keg, which could affect underage drinkers; stengthens checkpoint rules, giving officers more power to get suspected drunken drivers off the streets; increases the penalties for drunken drivers who injure or kill others; and closes some of the loopholes that previously allowed defendants to get off without penalty.

There have been several studies about cell phones and driving. People's attention and concentration dimishes when you're talking on the cell and your reactions are slowed as if had you been drinking. Stats are worse if you are elderly or a teen.

I don't think even the retailers themselves understand it.
Last time I was in a convenience store, I bought a bag of peanuts. It was taxed: $1 + .07= $1.07. The way I read your explanation, I'm guessing that they messed up and I should have been charged only $1.02.
Granted, that's only 5 cents and I'm not gonna sweat it, but I wonder if those mistakes don't happen more.
