Default Extreme makeover in Laurinburg worth it?

We are going to be fixing up our parents place in the Scottsdale area of Laurinburg, NC. It's a typical rancher built in the late 60's and needs a face lift. We can't decide if we should dump a lot of money into improving the layout of the house or just make small superficial upgrades. Will it bring up the value enough to make it worth it? Or is it just going to be hard sell no matter what b/c the Laurinburg area is in such decline? Thanks for any advice from anyone familiar with the housing market in that area.

I would do mostly cosmetic upgrades. The housing market in Laurinburg is generally weak for resale homes. New homes aren't faring well there either. We have a nice piece of property there that we have reduced below market and are still sitting on it after 100 days.
