I’m starting a mobile apps and websites business. I’m choosing to move to North Carolina or Virginia. The options are between Charlotte NC, Raleigh NC, or Arlington VA. I’m 25 years old. Which location(s) offer more programmers to employ? Where are the quality programmers?

The Research Triangle is your best bet so anywhere between Raleigh and Durham. It's a giant tech hub and very competitive IT job market and if you don't have an office there's a bunch of really nice shared work spaces like HQ Raleigh and many more. Companies like Red Hat and Lenovo USA are headquarters in Raleigh area and blue chips like Cisco, IBM, Citrix, EMC, Dell, and so forth have massive workforces here. The IT job market is never been hotter.

In my opinion, the Raleigh area would be the best. Lots of tech startups here.

Durham has the best appeal in my opinion in terms of outside recruitment with it's Pacific NW vibe and harbors the majority of RTP's employers.

Definitely the Triangle (Raleigh/Durham) area if you're interested in tech and looking for tech employees.

I'd rule out Charlotte first.
Depends exactly what your are doing. Nova is an hotspot as well. A lot of hosting is there due to how transatlantic cables cross.
Raleigh has tech employees too. Arlington will give you the best recruiting message, but you'll pay most on space and employees.
Shouldn't you have a running business before you worry about that?
