I lived in Jacksonville for 5 years and wouldn't recommend it.

There are certain things I miss- proximity to the ocean and a couple of restaurants, but I was relieved when my husband got out of the military and we left. Jacksonville pretty much only exists because of the Marine Corps Bases there. Also, I found rents to be higher than in the Midwest, as they know people have to live there because of the military, so they're inflated accordingly.

Parts of New Bern are very pretty- it seemed to be an overall nicer area than Jville, but I wasn't there often enough to be super familiar with it. Hopefully somebody else can help you with that one!

P.S. I second the suggestion to look into SC as opposed to NC, for more bang for your buck.
