Well I can tell you we get a lot more than 2 weeks of cold... Its very cold from Nov-April.. We wore gloves, hats, coats, and boots for about 5 months. Mornings will be teens to single digits in NC for a lot of it with highs in the 30's or so. My daughter worn her winter bib on more than one occasion to keep warm. Some days will reach 50's or 60's but the majority will require heavy winter garb.
NC gets lot of ice. I mean A LOT of ice.. nearly every morning we woke up we had to scrape the cars and warm them up. The issue is they don't budget for ice/snow here so roads are not treated..at all.. they may pre-brine them if a "big storm" is coming but other than that expect to not see any treatments done.
I just don't want you to be under impression youre coming to some winter free/ short winter paradise.. we get winter.. and its not short here Is it as harsh as New England? No... but it is by no means as "mild" but for a few weeks before the real cold fronts start coming.
What are you saying? Majority of winter days are 50+... amount of days as cold as you just described are on average less than the amount of fingers on yohr hand...

The "average" means nothing, its a day to day basis. The "average" temp where I lived in Fla was 85 in the summer. The reality was it was 117 heat index with 100% humidity the day we left and had been in triple digits for 3 months so lets be realistic here.
with windchill it can get very cold and you will be running your heat all winter here.. this past winter we had a two week stretch being colder than Boston. We woke up to single digits more than once.. We wore winter coats nearly this entire past winter. There are a few days (less than a handful) with more mild weather like 50's but it is in no way "sweater weather" through winter here and anyone who says different is out of their mind. Charlotte saw its coldest start to the new year in 90 years this past January. Not a single "record high" and average highs were 23... I have weather snaps in Nov in the 20s. It DOES get cold here when you factor windchill.. as it should be factored. They're also not prepared for it like up north. Which I found silly because they do get winter weather occurances every single year.. yet it seems to be a huge ordeal when it happens. The whole place is shut down.
If you're comparing it to Florida it might seem cold, but this thread is about comparing the weather in NC to the weather in Vermont. I think that's pretty darn mild compared to the Northeast.
Burlington VT, last week of Dec 2017. The first number is the high temp for the day, the second the low:
Dec 26: 24° | 10°
Dec 27: 10° | -4°
Dec 28: 2° | -8° Snow
Dec 29: 2° | -9° Snow
Dec 30: 11° | -10° Snow
Dec 31: 2° | -9° Snow
Y'all really don't have to argue about it, though. All the data is on www.wunderground.com under "calendar" or "history". Just plug in the areas you're interested in.

BTW, that's not ice. That's frost. We don't get a lot of ice, but when we do it can be really bad with downed trees and power lines. A little frost never hurt anything but a few annuals in the garden.

The january average high has never ever averaged any thing close to 23 ... evrr... it has not even averaged 32 or 36 or 38 for that matter.... a bit under 40 is the record lowest.
Many moving south for lessor taxes experience cognitive dissonance in that they fail to realize that with less taxes there are less govt provided services. Life in much of NC will be different.
I’m a little surprised New Bern did not surface as a possible destination. I know the cable here is Suddenlink, and the school system is way short of teachers.
Admittedly New Bern is oft considered a retiree destination, it is home to a world class bicycle shop (sponsors near daily rides) Atomic Bicycles, AND a world class kayak club. A lot of art stuff goes on too. There are now 2 maybe 3 craft breweries here as well.
New Bern currently is about 45 minutes to the beach. Bypasses are in the early stages of construction that will cut that time. And, at the same time New Bern is a very easy 2 1/4 hours to Raleigh.
New Bern is not perfect. Local government is more incompetent than corrupt, the crime numbers are high (but mostly restricted to specific areas) and the retirees do get tedious friom time to time.
Anyway, thought it might be somewhere to consider. Regardless, a meaningful visit is essential before taking the plunge. Again, good luck.
