North Carolina Gov. Roy Cooper declared a state of emergency Tuesday as leaders continue to deal with the coronavirus.

The state now has 7 people who have tested positive for COVID-19, the disease caused by the coronavirus, health officials said.

All of the patients are in isolation while officials identify close contacts.

Dr. Wesley Burks, CEO of UNC Heath Care, the state-owned not-for-profit that operates the UNC Medical Center in Chapel Hill, UNC Rex Healthcare in Raleigh and nine other hospitals in the state, is one of many health care experts who have been working with state and local officials on the new coronavirus response.

The emergency declaration “is an appropriate next step with the number of cases that have been identified,” Burks said Tuesday during a meeting at The News & Observer office. The declaration conveys to the public that the illness is enough of a threat that they should take protective measures against it, and it makes the state eligible for federal funding.

“We need to be removing barriers that keep people from getting care,” Burks said, and federal funding can help with that. People who think they may have the virus should not have to worry about whether they can pay for care, Burks said; if they have symptoms and believe they may have been exposed, they should call their doctor’s office.

Burks said that, starting Tuesday, UNC Health Care would begin asking people not to visit patients in its hospitals unless necessary.

This week, he said, all UNC hospitals will set up triage tents outside their facilities where people can come and be screened for COVID-19. On its web site, UNC Health Care advises people who have symptoms and have reason to believe they have been exposed to the virus to call UNC’s COVID-19 help line at 1-888-850-2684.

The triage centers will allow health care workers to determine which patients can be sent home and which ones need to be hospitalized. The measure is designed to prevent hospitals from being overwhelmed if the spread of illness accelerates.

The Centers for Disease Control and Prevention will run second tests on the new North Carolina patients to confirm results, officials said.

Thank you for the information. One of the key points is that the declaration of the state of emergency makes NC eligible for federal assistance. A winter snow can be a "State of Emergency" but it doesn't mean it's the end of the world. It's a point to remember because the best approach is not to be in a panic, but have respect for the significance of the event that's making a State of Emergency be declared.

Also, as of recently, there have been 5 more cases in Wake County, bringing the number of cases in NC to 7 as of now:

It's interesting that NC cases are all centered around the Triangle (all but one case in Wake County, and the other one in Chatham), at least for now.

NCAA Tournament has now been cancelled. The governor is also recommending that no events over 100 people. While the is nothing like past epidemics such as the Spanish Flu in the early 20th century, it's the worst in our lifetimes.

Sooooo....UNC schools have extended their spring break, transitioning to online classwork, dorms will reopen as scheduled but not recommended. Anyone who wants to attend an event with more than 100 people has to have the permission of the university.

Or the most over-hyped.

US official # is at 1700. Ohio estimate is 117,000 just for Ohio. Kids bodies are constantly exposed to new illnesses and they are able to deal with them. The elderly don't do well with any new illness. I have a feeling this is everywhere already and isn't nearly as deadly as they are making it out to be.

The death rate in China outside of Wuhan is 0.7%, and that's with their high smoking % and low access to local hospitals. Italy has the oldest population in Europe, hence the issues.

Well, you’re not an expert but let’s assume you’re right....

Disney is closed, Italy is closed, travel restrictions all over the world banning travel, cruise lines closed, airlines shutting down, trimming flights, the airlines are in a world of hurt, universities went to all online, in the DC region all the school districts are closing indefinitely, all the employers up here are mandating TWing, I could go on and on from MLS being suspended etc.

There are consequences that we have to deal with and attitudes like yours is the reason this spiraled out of control. Mismanagement. Lack of interest. Lack of concern. This “over hyped” attitude is literally the reason it has spiraled out of control.

Until people like you and trump can just stop with the “buy the dip, everyone’s dumb” attitude, we can deal with the problem. It’s just very bothersome that mass chaos can be created by irresponsible people who then have the nerve to act like it’s the rest of us dumb sheeple.

I’m glad some of you guys know more than expert medical research institutes. But obviously, spreading false statistics, spreading disinformation, spreading false information, not believing in our scientist and doctors is not gonna make this go away. Seriously. These talking points of “its not as deadly as people say because most peopel have it and it goes unreported so the real fatality rate is probably xyz%”. Nope. That’s a lie spread by conservative media who think this is a hoax to bring Donny down.

We need test kits. We need competent government. We need the public to trust our institutions and let our institutions function like they are supposed to.... what would make everyone calm? If we could get test. And if people knew what to do. A competent government is what is needed.

The 2 nations that have done the best job testing are probably South Korea and Germany. They have a fatality rate of 0.4-0.6% (SK) and 0.16% (G). Those are likely your most accurate ranges for fatality. Wuhan had a stated fatality of 5.7%, mostly due to elderly population, high % of male smokers, overwhelmed local facilities. Outside of Wuhan once China got their feet under them the fatality dropped to 0.7%.

Italy is struggling with the oldest population in Europe, not enough people getting tested (drives up %'s), higher than average smoking % (33% higher than US), and the same being overwhelmed that occured with China in the initial stages.

We in the US have a higher fatality rate due to lower testing (the CDC doesn't have the manpower for this which is why 2 weeks ago Trump told the states to take care of it, and some have) and their being an outbreak in the worst possible population.....several retirement homes.

It's important when looking at the numbers to figure out not just what the numbers are, but why they are what they are. The 3.4% fatality rate quoted was completely irresponsible and is junk. The likely number looking at all the data is somewhere between 0.15% and 1%. So somewhere between 1.5-10X worse than the seasonal flu. Not great, but not bad for a bug that nobody has ever had in history. It's certainly a lot better than the 34 times worse than the flu that was initially reported.

Yet here we are with the US possibly going into a recession and the president mulling travel restrictions to Washington state and California.

Not so bad! Just a little bug
