Just because a home is located outside of the city doesnt necessarily mean that the city doesnt offer water/trash services.
okie dokie. guess i'll get clarification. but in the meantime, if what you're saying is correct, then is it possible that my child can be reassigned to a school in Meck county instead of Union?

It's possible that your part of Union County has entered into some kind of special inter-county agreement with Mecklenburg County to provide some services to a limited portion of Union County.

Basically, what we're talking about is Mecklenburg County selling a service to Union County. It would be unusual, but not unheard of. You're county government will be able to confirm if that's the arrangement in your specific case and the details such as an additional user fee.

Generally, expect to pay more under those kinds of agreement. Mecklenburg is going to want to make a profit, otherwise there's no compelling reason to offer the service from their point of view.
