Check out the NCDOT's "Swat a Litterbug" program: http://www.ncdot.org/doh/operations/...ion/litterbug/

Basically, if you see someone littering from their car (including cigarette butts even), you can use this form online to report them. Just get the Plate number, and when/where you saw the littering.

Anytime. I think it's a good idea of theirs to try to nag people to not litter. I'm betting a ton of people do it cuz they really just don't think.

I hate the 'tattletale' mentality....but I just saw some idiot throw a full garbage bag out the window....I'd have to really, really, reallly think...oh heck, I know I would use this if I see it again. Thanks for the link.

I thought that at first too, but the program makes it clear that they cannot charge or fine anyone for litter based solely on someone spotting them and reporting the plate and time/place. It has to be a law enforcement officer of some type for that.
Instead, they just send a letter saying (in essence): "hey you....if that was a policeman who spotted you instead of john doe, you'd be getting a ticket right now....so consider this a warning. If this is an error, and you didn't litter, then you can ignore this letter and put it in the recycling bin like a good boy should. Have a nice day."
