From what I read so far it appears that the state does not tax federal retiree income. However I am still a little confused about state retirement. My wife will retire from Alabama in about one year and we are thinking about moving to NC. She will have abut 15 years service, so that means that she was not vested in 1981..Does this mean that the state will tax her state retirement income from Alabama?

I don't think Alabama state employees are on the list of qualifying retirement programs.

From what I read on pensions that are not taxed, it seems to be just the Federal and Military Pensions that are exempt. I believe state pensions regardless of what state they are from would be taxed.
