Why don't you look at some Realtor sites like CCBH Realtors >> Homes For Sale in Charlotte >> Real Estate Broker
You will see Area Information, and links for schools.
I am T. Henry an agent there.
Also re: Basements - since we have so much clay which doesn't drain well in the Charlotte Area, Basements are usually build on lots where there is a walk-out basement on the back side i.e. a slanted lot.

Monroe is getting ready to be totally renovated as a city. It lies about 30 min S. of Charlotte directly down Independence. There are also quick back routes to the South Charlotte Area called Ballantyne which has shopping, movies and tons of restaurants- very upscale.

Not sure on year round, but some schools on year round schedule are out middle of June through Mid-July and have 2 weeks off at a time spread throughout the school year.
