I was a resident and had a NC drivers license good through 2010. I moved to another state and had to surrender my NC license. If I move back to NC before the expiration date on my NC license can I renew that old license or would I have to go through the testing ritual all over again?

I suppose it depends on whether or not your new state sent the surrendered NC license back to NC (or otherwise reported it). Best thing is probably just to go in and see if they can issue you a duplicate, which is what I did when I lost mine once. I think it was $10, but it was 10 years ago.
Check your license status on the NCDMV phone inquiry for points.
My son did this when he moved home to NC. The old license was still active although he surrendered it. A $10 fee updated the address and got a duplicate.
I know for sure they have "upped" the cost. I would check the website and if all else fails, try the "i lost it". The DMV is one of the most frustrating places to visit in NC, so good luck!
