Default Opening a new business in NC-how many licenses do I need?

Does anyone know how many licenses I need to open a business in NC? Am I required to have a city, county and state license if I have already found a rental space? I live in a small town and the City Hall here doesn't like the idea of new businesses coming in- is this something that could potentially stop me from moving forward with my business idea?

What kind of business you are opening? You will, I'm sure, need a privledge license and depending on what type of business, most likely more.
