Question Future move to Eastern NC

We're planning a move from So. Cal to NC in about 5 years so the wife can be close to her family in Clinton, Samson County. Looking for a small city or mid-size town with good public and private secondary schools, not more than 2 hours from Clinton. I'd like to avoid the congestion of the Raleigh area. Would also like an area that shows growth, where I can purchase land now to build on when we're ready to move. I've been to New Berne, Beaufort and Wilmington only briefly and liked the "sense" of New Berne.
Grateful for any feedback or suggestions.

A couple of places of note are:

Washington, Greenville/Winterville and Wilson.

I have friends in New Bern and they really like it there. They're retired and they said they've bought the last house they'll ever own there.
