Default Where's our NC tax refund?

I received my US Treasury tax refund about a month now but still waiting on my NC tax refund. Are they just slow on processing or did they mismanage our tax money? I hope not the latter.

Local news stations / websites have all run stories that the State is running behind on refunds.

The story is that they have the money but they slowed down the process to make sure they don't run out. I remember a similar situation during the last big big budget crunch when I got my return sometime mid summer when I filed (via paper in those days) in Feb.

I got my state tax refund today (direct deposit) - 3 weeks after I'd received my federal refund.
