I can offer some information, but would rather do so here and hope you see it.
Was your separation reason a lack of work/layoff? Or was it a termination or quit?
Did you file your claim online or in an ESC office?
Generally, if it's a lack of work/layoff due to no fault of your own, the process is fairly quick. What you got in the mail basically just lets you know what the ESC shows for wages in those quarters and what your weekly benefit amount will be. They send that to you so that if it doesn't look right, you can let them know and they'll research it. It's not uncommon for some employers not to report wages sometimes. And sometimes they do report them, but maybe there's a typo with the social security number and they don't get put on the right account.
At any rate, at the point when the first payment is generated, you should allow up to 10 business days for the debit card to arrive. Additionally, remember that the first week is the non-payable waiting week, and no card will be sent until they've actually put a payment on it. Further, remember to do your weekly certifications each week or no payment will be generated to that debit card.
Also, when your claim was filed, your employer was given 10 days to respond to the form that was sent to them in the mail asking for your reason for separation. Nothing can really be done on the claim until they respond or that time elapses, whichever occurs first.
If the separation reason was a termination or quit, then you have a much longer time to wait. You will need to have a "fact-finding form" completed by an ESC rep which gives information about your separation. Your claim will then have to go through the adjudication (decision) process in Raleigh. Right now from the time that a claimant comes into the office to file a claim til the time a decision is rendered is taking about 6 weeks.
