You need to get a theft inspection, which is free but usually offered at only one location in your area and only for one or two hours in the morning. So keep calling the DMV until you find the location and hours of the place that does the theft inspection, go and get that paper, then bring your buyer to the DMV with a notarized bill of sale and you can sell the car and they will immediately get NC plates.
