I emailed Governor Perdue yesterday and thanked her for vetoing Bill 383 as it would hurt the state of North Carolina. There's a much cleaner route to obtaining EB Benefits for the unemployed.

Senate Bill 584 is now in the Finance Committee of the Senate. It is identical to House Bill 676 which is in the Commerce and Job Development Committee of the House. Our best bet now is to flood the leaders of these two committees, urging them to expedite this legislation.

Here's the Senate Finance Committee:

North Carolina General Assembly - Finance (Senate Standing Committee)

and the House Commerce and Job Development Committee:

North Carolina General Assembly - Commerce and Job Development (House Standing Committee)

I have much optimism about the eventual passage of EB legislation.

No more gloom and doom talk on a sunny day. Seriously.

She will veto the bill(h383), but things will work out for North Carolinians. The governor is on our side(at least she has announced that to the public). A public endorsement for unemployed workers is excellent. She also said she wanted EB to continue.

She will have to play the game in order to keep EB in line, but maybe she has some tricks up her sleeve with this veto?! I don't know. But you or I have done ALL we can do. Their is no use pulling your hair about it every hour of every day. It will work out. Everything is pointing in our favor.
I share your optimism.

I am really trying to remain positive. Seems as though North Carolinians are really having to deal with a lot last few days, I live in Rowan Co and yesterdays Tornado was like the last straw for some unemployed folks. I am praying for not only myself but for everyone that stands to lose so much from this political nightmare. God help us.

Her veto message to the legislature, Perdue, a Democrat, wrote: "House Bill 383 irresponsibly took the financial lifelines for 37,000 North Carolina citizens and families and hitched them to a budget ploy that will wreck the lives of millions more.

"The General Assembly's leadership needs to quickly send me a bill that will aid our fellow North Carolinians, free of these antics, and I will sign it."

Yes, the bills (H676 and S584) are already there in committees of both houses of General Assembly. The leadership could send it through quickly, if they wanted.

I'm glad the governor is on our side.

I'm sorry the leaders of NC are playing games with our families, but to add some info on (H676 and S584) - both amendments failed. View the status of HB383 (the bill that was vetoed).

North Carolina General Assembly - House Bill 383 Information/History (2011-2012 Session)

Refer to:

04/13/2011 Senate Amend Failed 1Relevant document(s): A1
04/13/2011 Senate Amend Failed 2Relevant document(s): A2

Basically if the amendments (H676 and S584) had passed, H383 would have became H676.

There will be much spin and talk over the next few days, and the benefits remain retroactive until the budget must be addressed on June, 30. 2011 to avoid a shutdown. Monopoly, anyone?

Thanks to everyone who has contacted the state government over the EB calculations. It might be helpful to talk their language - money - when asking for support & focus less on the hardship we're experiencing. Unless someone has a particular story that's compelling enough to serve as the "poster child" to show the effect of a lack of benefits, I'm not sure the hardship angle will still have the intended effect. For example, one year (I know it's 20 weeks, but new EB participants will come on as people fall off) of EB for the state might mean $77 million in tax revenue that they would otherwise not have (just to get a number took a SWAG, 37k x $400 * 52 * 10%), plus $xx in economic activity generated by those 37k, plus fewer people moving out of the state to find work because no benefits mean no reason to stay here, etc.

People, be optimistic. There will probably be some action on the EB benefits come this week. The most likely scenario will probably be a vote to override the veto on HB 383. Please be patient and at the same time, please continue to be informative to all of us.

Default Confused

Laidoffafter50 - you stated that both 676 and the new senate bill 584 had failed, but your attachments showed a fail on 676 dated April 13th which I already knew about and the other was actually the fail on 383. Has the new senate bill actually failed already after just being introduced? Watching like a hawk because we have income and WIA benefits at stake.

Thanks for keeping us informed.

House Bill 676 (and its Senate version S584) are not amendments nor has anybody tried to attach amendments to them. They are bills complete unto themselves.

House Bill 383 was amended (or they attempted to amend it) with the EB trigger issue. The original Bill 383 was about Communications Regulatory Reform.
