I am mostly playing devils advocate, she probably could have done it a week or 2 ago at wost, but there was still a chance for pubs to split it.. They kept justing to hide if they were working on it or not.

Yea the original version had this typo font color=`"red" making it hard to read.

The executive order had to be reviewed by the U.S. Dept. of Labor first. That took time.
