I am on my first benefit year, 26 weeks. I just exhausted those the begining of March. I received a letter stating I would get EB. I filed March 1st and didn't get paid.

I called the ESC and was told there was a computer upgrade and my file was one of the ones being worked on. They said call back Friday. Which I did and I got nowhere. So I went to the Raleigh office and was told I needed to make an appointment to see a claims specialist. Earliest appt - a week later. (Tomorrow). I was told there is nothing they can do and a lot of people are in my situation.

If I had had a clue I wasn't going to get my UI I would have set aside money or made plans . I called a couple of times this week and that is when I found out about congress, the senator from KY and this forum.

I also spoke with a supervisor at the ESC yesterday. He basically said that the EB bill was not passed, then it was, and that NC didn't have the money yet. He said my letter and the money sitting in my claim profile could be meaningless. He said all he knew right now was that my profile was being worked on.

I asked him about tiers and what tier was I on and he suggested I do some reading on the internet and maybe get a job. Seriously. I told him that was my primary focus every day.

All I know now is that i have an appt tomorrow at 9:45am with a claims specialist at the Raleigh office.

I believe this is the computer issue that I was told about.

Thanks for the link!
Yes were all very gracious for the help of jdljr!
The rest if us pitch in when and where we feel we know a little somethin about somethin> Or sometimes we just pitch in(ha!)

Alot of the esc reps aren't really being told as to what is going on, but it looks like you fell into the black hole as far as the date you filed for you to transition into your tier 1.
Everything in the system is in the process of being worked on to move forward, since that deadline date of Feb27th came and went.

I'm sure you'll get some good news at your meeting tomorrow, since you have already gotten your letter telling you that your eligible to move into your extended benefits for year one..
It's true that many ,many are in your situation and waiting on their money to start up again .

Goodluck and keep us posted as to what info. you find out.
It may help somebody else in the same situation

There was a heated discussion between (most)all of us in the orientation room as we waited for our names to be called in for our quick talk with our RES job coach.

Yes, one guy was going crazy in support of the KY sen., just because 2 of us were talking about things being voted on late and how it caused the system to go on hold ect.....
Wow, I'm,glad thy called his name right after that(lol)

It' amazes me just HOW many people know nothing about their benefits. I'm guessing at least 15 of them were clueless of how tiers work, benefit years ,base periods ,you name it... I was astonished. Our coach also said there is nothing being pulled forward.
I questioned that and she told me to schedule an apointment with a esc rep if I needed to discuss it and that she was only there for the RES program, ha!..... I didn't push the issue

The finale was when our job coach asked if any of us had 4 year Degree's and would like to apply for 2 immediate opening's at that ESC office(ha!)
2 filled out app's!
That is curious. I'm having my person tell me the same thing about pull forwards.

Well this morning the system allowed me to file a claim but said I was monearily ineligible. I called the number as it was on the screen. I was on the phone for a LOONg time with them. I listened while they carried on personal conversations about co-workers and their cars. It was unbelievable. She then told me I could possible get tier 4 to wait for a letter. I told her I had never gotten tier 3 and she said you have nothing in tier 3 . ????????????? When I questioned her and said I had never gotten anything from tier 3 I was put on hold again. After about 15 minutes she came back and said they were having computer errors. She had attempted to fix it but could not. She told me to call back on Friday to see if it is fixed. I asked her if she was sure it was just a computer error and she said that was definately the case. So I am still in wait mode but a litlle more hopeful it will work out. Jdjlr when you come on again could you verify her statement please.

Then the other day I got a letter saying my benefits were exahusted . Don't understand happen to anyone else? thank you for your help

If I am right, everyone is getting the tier two letter these days. Here it is as I understand it. When the extension was passed that added tier three and four it also added 1 additional week of tier two. Look at that letter and see if it says "revision" anywhere on it. If so that is what it is referring to. As for the second "benefits exhausted" letter it could be that it has something to do with the original deadline of feb.28. If so it is being caused by a computer glitch. That is what the rest of us are going through. You can calulate it for yourself maybe. How many weeks did you get originally?? After that, if you qualified, you would get tier I (80%), II(50%), III(50%), IV(25%) and maybe EB (Not sure how this calcualted or who gets it.) I know you have not gotten tier 4 because noone has yet. It is still being worked on by the programmers. Hope this helps.

Does anyone know the requirements for EB not the EUC08 but Extended Benefits? I'm stuck in limbo waiting for tier IV like everyone else but talked to a rep who said since I hadn't used EB yet, so he'd try to put it through. And, that I should try to do my normal filing process on Sunday. I don't want to get my hopes up if I'm not eligible for EB. My online profile still says BENEFITS EXHAUSTED. lol So, how are the EB requirements different from EUC08?

Mike

See if this helps:
Extended-benefits offers go out for North Carolinians (http://www2.journalnow.com/content/2008/dec/16/extended-benefits-offers-go-out/business/ - broken link)

I do not really see any differences but it does try to explain it. JDLJR will be able to be more specific but this is something to chew on for now.

I do not really see any differences but it does try to explain it. JDLJR will be able to be more specific but this is something to chew on for now.
The extended-benefits program is dependent on how long North Carolina's unemployment rate stays at or above 6.5 percent based on a three-month average. These benefits are not renewable for recipients. The state's unemployment rate was 7 percent in October. The commission will report on the November rate Friday.
The commission said that the extended-benefits program is aimed at recipients who established a new regular claim for benefits -- thus beginning a benefit year -- on or after Oct.14, 2007.
The commission said that the extended benefits have additional eligibility requirements for recipients. Along with being unemployed, able and available for work, claimants are required to look for work on two different days at two different places of employment, and maintain a written record of work-search contacts that must be presented in person to the nearest commission office every four weeks.

Uh, I think maybe those are the major differences. Having to bring in a list of places I've applied to would be a real pain in the butt. That would take away from time I could use to search for a job. I take the city bus, so it's not like a 30 minute or hour type of thing for me, it's like a half a day thing. Still one day a month is nothing too major to complain about. Boy have things changed, our unemployment rate was above 11% last time I checked a couple of weeks ago. The article doesn't say anything about the base period requirements or anything like that though.

If there is an easy question that someone new posts...answer it, maybe even dig up an old jdljr post that answers it (if you can find one quick enough). If they want the "expert" to answer it to confirm...maybe jdljr can just use the thumbs up smiley if we're right on the mark, or quickly add to it. I've seen it happen...I know KC has answered questions to a few issues posed and I've seen jdljr give the thumbs up. It's quicker and it's easier on jdljr. Not to step on his toes or anything...but I just hate to see him answer so many repetitive questions over and over and over.
