1. Keep your yard clean of any brush or leaves.
2. Cut the bags off of plants.
3. Spray affected plants with Bt. It is a bacterium that has been used to control the gypsy moth population.

I was so warned about all the giant bugs here in NC before I moved here from CA. At least where we moved, Stanly county, I sure don't see them. Infact there are less here then in CA. I'm sure certain areas have more but I sure wouldn't worry about it!

We get bagworms in South Jersey. You can spray them or burn the bags. Call your county agricultural agent.
