Okay--Good News for you! Your benefit year will simply be reset for you. I would contact the ESC and tell them that my benefit year has ended. If it's not in their face, then they will just do it when they get around to it. Luckily you are only just now going into the tier 2 phase. I would do this as soon as possible so that you don't get all jumbled up in the mess that they're dealing with right now. I am going into tier 3 with my benefits having exhausted in the middle of October. I am caught up in the whole "we need six weeks to reprogram our computers due to the extensive standards/process that DOL has set to be able to implement the measure passed on Nov. 6" crap. I mean, how come they couldn't look to any qualified out-of-work computer programmers to help them with this one??? I'm sure that they would have been motivated (seeing as how they are in the same boat as all the other half a million NC unemployed) to make sure that we had a little ends prior to Christmas. This sucks! But at least you are in a better boat than I am!

@ DavidAllan--I too believed that the states were using this whole "computer update" as a stalling tactic. But as it turns out, on Dec 16 the measure was passed (as pork in the 2010 spending bill) to extend the Dec 31 deadline. Check the Washington-Post for news and information concerning this. I do believe that the computer programming is an issue--but the whole it takes 6 weeks is a bunch of crap.
Don't we love the whole you-won't-give-a-clear-answer responses that we get from the ESC???

Well--this is one time I can say that congress did not "fail to act"

Relief coming to some of N.C.'s unemployed
Posted: Dec. 30 6:14 p.m. Raleigh, N.C. — The state Employment Security Commission said Wednesday it is ready to pay out additional unemployment insurance benefits to approximately 78,000 North Carolinians.
Last month, President Barack Obama signed a $24 billion economic stimulus package that extends unemployment in the state for up to 20 weeks.
"We've paid out more than $4.6 billion in benefits to more than 500,000 people," ESC Deputy Chairman David Clegg said. "We are now prepared to roll out the third extension."
Since November, thousands of unemployed North Carolinians, like Bill Dolton, have been waiting to find out if they qualify for the latest benefits extension.
"It's been very depressing," Dolton, of Willow Spring, said. "It seems like it's lagged forever. It's been almost like a nightmare really."
Having received some form of unemployment benefits for 23 months, Dolton said they ran out last week.
"Without any money, it makes it impossible to survive," he said.
The ESC says about 34,000 people will receive letters notifying them about the extension. Others will automatically receive unemployment benefits on a debit card, if they qualify.
The extension could push the maximum a person in a high-unemployment state, such as North Carolina, could receive to 99 weeks, the most in history. Unemployment checks generally are for about $300 a week.
In North Carolina, 8,131 people exhausted their unemployment benefits from late August to late October, according to ESC statistics. Without the most recent extension, approximately 13,000 more people would have run out of benefits in the next two months.

Thanks so much for updating this post. I am just (last week) at the end of my 26week filing. I plan to send in my updated Eligibility Review Notice at the end of this week. Can anyone tell me if there will be any delay in receiving my 1st extension? I have had 4-interviews in recent weeks and still no offers forthcoming ( it seems when potential new employers see my previous salary, it keeps them from making ANY offer- I was in the low 100k range). most of the jobs I am now seeking locally are in the 50-70k range (which I would glady accept!!). I do hope 2010 will be the year employers start re-hiring.

Should be no delay in your extension. If you meet the monetary requirement, it is automatic and will be transparent to you. Just keep filing your weekly certification as usual.

Some where filed automatically on yesterday. Are there more being done that way tonight? then there are those who are going to have to wait for a letter of instructions....
I know that this process is determined on a case by case situation. But isn't there a system established?
For Example:
1. Those who are currently in EB status.
2. Those who have exhausted in December.
3. Those who have exhausted in the last 3-6 months.
Who will be automatically process by NCESC?
Who has to wait for a letter of instructions?
Who has to submit further information?

What I can tell you is the ones that are being done automatically and claimants don't have to do anything are the ones where they are currently receiving benefits.
Anyone who exhausted their benefits 4 or less weeks ago can begin certifying again the way they had been certifying - online or by phone.
Anyone who exhausted their benefits more than 4 weeks ago must contact the designated number or visit a local office in order to get their claim reopened. It is necessary to do it this way because each claim has to be done on a case by case basis, ensuring that there was no intervening employment since the original claim was filed. Someone may have a benefit year open, exhausted benefits, returned to work and lost their job again...and their new last employer would have to be used to determine eligibility.
Letters began being mailed Wednesday and all should be out by the middle of next week. I don't know which would be better, calling the designated phone number or visiting your local office. I think I read there were going to be like 9 designated people taking calls at the designated number.

New Unemployment Extension *
Thanks so much for the update. I just received my "Monetary Determination Letter" in the mail late yesterday, stating that I am indeed eligible for my weekly benefits for EB. Thank Goodness! I also just received an offer for a minor p/t job that will help to suppliment, until a real fulltime job can be located. At least I now have answers and was finally able to sleep last night. I can more comfortably seek a role with a higher paying salary and keep house and home intact a bit longer.

I will get half of the 12 and thats 6 more weeks. just to let everyone that may be in my boat, good luck...............
